Bio
Travis Nembhard is an attorney, former judge, and agency division head, with a decade of experience in administrative law, with other practice areas ranging from financial regulation to civil rights and emerging technology in transportation. Prof. Nembhard currently serves as the head of Compliance and Enforcement at the Department of For-Hire Vehicles, regulating for-hire companies including rideshare, taxicabs, limousines, food and parcel delivery companies, and certain payment service providers.

Prior to serving as the division chief tasked with overseeing the enforcement and compliance of DC's for-hire companies, Prof. Nembhard was an administrative law judge for several years presiding over cases, hearings, and mediation sessions pertaining to the for-hire industry in the nation’s capital. Prof. Nembhard served in several other roles including as legislative counsel at the Council for the District of Columbia, as a financial regulator with the Financial Industry Regulatory Authority investigating complex white-collar crime, and as an assistant attorney general for the Civil Rights Bureau of the New York State Attorney General’s Office, prosecuting cases of discrimination, unfair labor practices, and landlord-tenant issues. 

At 51³Ô¹Ï, Prof. Nembhard currently serves as an Adjunct Assistant Professor at the Washington College of Law. In addition to his professional career and teaching, Prof. Nembhard is a member of the American Bar Association and sits on a number of nonprofit boards, including Momentum Collective, Inc., which serves at-risk youth in the Washington, DC metropolitan area.

Prof. Nembhard has received recognition for his work in law and policy, being listed on Forbes 30 Under 30 for law and policy in 2018, selected as a member of the National Black Lawyers 40 Under 40 in 2019, awarded by the American Bar Association for achievement, leadership, and vision in the legal profession in 2020, and was named a top 40 emerging leader in Northern Virginia when being listed on Northern Virginia’s 40 Under 40 in 2022.
